{"id":10606,"date":"2023-11-07T12:36:10","date_gmt":"2023-11-07T12:36:10","guid":{"rendered":"https:\/\/infundpros.com\/business\/olaf-scholz-hails-germanys-historic-clampdown-on-illegal-immigration\/"},"modified":"2023-11-07T12:36:10","modified_gmt":"2023-11-07T12:36:10","slug":"olaf-scholz-hails-germanys-historic-clampdown-on-illegal-immigration","status":"publish","type":"post","link":"https:\/\/infundpros.com\/?p=10606","title":{"rendered":"Olaf Scholz hails Germany\u2019s \u2018historic\u2019 clampdown on illegal immigration"},"content":{"rendered":"<div>\n<p>Unlock the Editor\u2019s Digest for free<\/p>\n<p class=\"article__content-sign-up-topic-description\"><span>Roula Khalaf, Editor of the FT, selects her favourite stories in this weekly newsletter.<\/span><\/p>\n<p><iframe class=\"article__content-sign-up-iframe close\" scrolling=\"no\" id=\"signUpIframe\" data-prev-url=\"\/register\/in-article-sign-up?ft-content-uuid=8e0a26c3-db37-4386-be49-de65830225b7\"><\/iframe><\/div>\n<div id=\"article-body\">\n<p>The German government said it had clinched a \u201chistoric\u201d cross-party deal to clamp down on illegal immigration and will explore setting up asylum processing centres outside the EU, as it tries to staunch support for resurgent rightwing populism.<\/p>\n<p>The decision, reached early on Tuesday after 17 hours of discussions between chancellor Olaf Scholz\u2019s coalition, the mainstream conservative opposition and Germany\u2019s 16 state governments, follows an announcement by Italy that it will soon open migrant centres in Albania.\u00a0<\/p>\n<p>Britain is the only European country to have established extraterritorial asylum centres, with a facility in Rwanda, but the process has been fraught with legal delays. Denmark is also working to set up a centre in the central African country.\u00a0<\/p>\n<p>Germany\u2019s new asylum package, which breaks months of deadlock on the issue, significantly scales back social benefits for refugees, increases federal financial support for state governments and sets ambitious targets to speed up deportations.\u00a0\u201cThis is a very historic moment,\u201d said Scholz, adding illegal immigration to Germany was an \u201cundeniably great challenge\u201d.\u00a0<\/p>\n<p>Hesse prime minister Boris Rhein, a member of the opposition Christian Democratic Union and representing the 16 state governments, said the measures were a \u201cstep in the right direction\u2009.\u2009.\u2009.\u2009but it is also clear that further steps must follow\u201d, reflecting the desire for stronger measures from some mainstream German parties.\u00a0<\/p>\n<figure class=\"n-content-image n-content-image--full\"><picture><source media=\"(min-width: 700px)\"  width=\"2288\" height=\"1526\"><\/source><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/infundpros.com\/wp-content\/uploads\/2023\/11\/https:\/\/d1e00ek4ebabms.cloudfront.net\/production\/c6694c76-460d-4a75-a707-1e22e9f6753a.jpg\" alt=\"Supporters of the rightwing populist party AfD\" data-image-type=\"image\" width=\"2288\" height=\"1526\"><\/picture><figcaption class=\"n-content-picture__caption\"><span>Supporters of the rightwing populist party AfD, which has a hardline anti-immigration policy<\/span><span> <!-- -->\u00a9 Thomas Lohnes\/Getty Images<\/span><\/figcaption><\/figure>\n<p>Pressure has grown on the federal government \u2014 which Scholz, a Social Democrat, heads in coalition with the Greens and Liberals \u2014 to take radical action over immigration, as broad social concern over the topic has fired support for the rightwing populist Alternative for Germany party (AfD).\u00a0<\/p>\n<p>One in five Germans now say they support the AfD, whose hardline anti-immigration policy is the centrepiece of its platform. Parts of the party, which also advocates for a Ukraine-Russia peace deal and a reformed relationship with the EU, are under surveillance by intelligence services because of their extremist views and fascist sympathies.\u00a0<\/p>\n<p>\u201cIn a very stressed and partly divided society, we are\u2009.\u2009.\u2009.\u2009now defining what the path can actually be so that we can come together again,\u201d said Stephan Weil, prime minister of Lower Saxony.<\/p>\n<p>Scholz said the accord would bring about a \u201cmassive change in practice\u201d in asylum processing, with a series of legal changes to speed up claim processing and restrict applicants\u2019 appeals. <\/p>\n<p>The government will aim to reduce the time taken for an initial decision on applications down to three months and limit the subsequent legal appeals process to no more than three months.\u00a0<\/p>\n<p>Asylum seekers will also now have to wait three years until they are entitled to full state benefits in Germany, up from 18 months currently.<\/p>\n<p>Benefits will also be paid out on a special state-issued card, giving greater control over how asylum seekers use the money.\u00a0<\/p>\n<p>The government will also legislate straight away to designate Georgia and Moldova as \u201csafe countries of origin\u201d, significantly raising the bar for asylum claims from their nationals. <\/p>\n<p>Temporary border controls which have been enforced with fellow Schengen-member states Switzerland, Austria, the Czech Republic and Poland will be extended. <\/p>\n<p>Funding had been a crucial sticking point in the negotiations. Berlin said it had agreed to now pay \u20ac7,500 per asylum application to the federal states, equivalent at current levels to about \u20ac3.5bn a year. <\/p>\n<p>The government gave no timetable for its third-country processing proposals. The measure has garnered support from across the political spectrum in recent weeks. As well as senior politicians in the opposition CDU, Liberal and even Green officials have expressed qualified support, while Lars Klingbeil, co-leader of Scholz\u2019s Social Democrats, expressed support for third-country measures on Monday.<\/p>\n<p>Sceptics of the idea, who include the chancellor, believe it will not be workable because there are no viable host countries. <\/p>\n<p>\u201cEverything should now be carefully examined.
