For close watchers of Chinese politics, the country\u2019s annual parliamentary meeting this year sent an important message: Beijing plans to boost investment in high technology, support the flagging economy and steel itself for a more hostile geopolitical environment.<\/p>\n

The week-long session of the rubber stamp National People\u2019s Congress, which wrapped up this week, was characterised by rhetoric painting China as an island of stability in a chaotic world while also celebrating artificial intelligence breakthroughs by Chinese companies such as DeepSeek.<\/p>\n

\u201cThis is the \u2018DeepSeek congress\u2019,\u201d said Kerry Brown, director of the Lau China Institute at King\u2019s College, London.<\/p>\n

Brown said the timing of the NPC session, coming just as US President Donald Trump\u2019s rapidly changing trade and foreign policies threatened to unleash international chaos, had put extra pressure on Chinese leaders to differentiate themselves from the US.<\/p>\n

For Beijing, \u201cIt was: \u2018Oh my God, we\u2019ve been talking for years about a complicated global situation and now it has really hit and we\u2019ve got to sound like adults because everyone else is going nuts\u2019,\u201d he said.<\/p>\n

At a press conference at the NPC, foreign minister Wang Yi stressed China\u2019s stable approach.<\/p>\n

\u201cThe world today is interwoven with turmoil, and certainty is increasingly becoming a scarce resource globally,\u201d Wang said. \u201cChinese diplomacy will stand steadfastly on the right side of\u2009history and the side of human progress. We will provide certainty to this uncertain world.\u201d <\/p>\n

The NPC session is held in Beijing\u2019s Great Hall of the People<\/span> \u00a9 Qilai Shen\/Bloomberg<\/span><\/figcaption><\/figure>\n

Each spring, about 5,000 delegates and members gather in Beijing for the meetings of the NPC and advisory Chinese People\u2019s Political Consultative Conference, which are together known as the \u201cTwo Sessions\u201d. <\/p>\n

The sessions are closely watched by investors for signals of Beijing\u2019s economic and strategic goals, with analysts closely parsing the Communist party-speak of official speeches and documents. <\/p>\n

Beijing has in recent years prioritised national security over \u201cdevelopment\u201d \u2014 often a byword for economic growth, analysts say. But last September, with GDP growth slowing sharply due to a long-running property sector crisis, leaders switched their emphasis to boosting consumption, announcing a monetary stimulus and later trying to reinvigorate the private sector.<\/p>\n

In his \u201cwork report\u201d, an annual account of the government\u2019s achievements and goals delivered at the opening of the NPC, China\u2019s second-ranked leader Premier Li Qiang this year stressed the need to \u201cbetter ensure both development and security\u201d. <\/p>\n

But he also stressed the importance of strengthening domestic demand \u2014 the work report used the word \u201cconsumption\u201d 32 times, up from 21 times in 2024, more even than frequent references to \u201ctechnology\u201d, at 29 mentions.<\/p>\n

Li also introduced into the work report lexicon for the first time the term \u201cembodied AI\u201d, meaning AI-powered robots or machines. <\/p>\n

The central government budget for 2025, announced during the NPC session, set out an 8.3 per cent year-on-year increase in spending on the technology sector \u2014 nearly twice the rise for general fiscal spending and higher than for social welfare. <\/p>\n

Delegates enthusiastically embraced Li\u2019s emphasis on tech, with several interviewed by the Financial Times espousing \u201cembodied AI\u201d and the need to double down on semiconductor investment. <\/p>\n

\u201cHumanoid robots have a promising future,\u201d said delegate Jiang Yuanxun at the closing session of the NPC in the Great Hall of the People, the sprawling Mao-era political complex on Beijing\u2019s Tiananmen Square. \u201cDeepSeek is changing our lives.\u201d <\/p>\n

Zhang Yunquan, a CPPCC member and expert at the Chinese Academy of Sciences, said \u201cthe American technology chokehold\u201d meant local AI pioneers such as DeepSeek faced problems accessing adequate computing power. <\/p>\n

\u201cChina will definitely invest more funds, talent, and teams into developing its own high-end computing chips,\u201d Zhang said. \u201cSooner or later we will break through the computing power bottleneck.\u201d<\/p>\n

In side meetings with delegations from provincial delegations, senior leaders took pains to warn cadres that the overall economy and global environment were difficult. <\/p>\n

They repeatedly used the phrase \u201ca complex and severe situation of increasing external pressure\u201d, said Manoj Kewalramani, author of a newsletter that provides daily interpretations of the Communist party\u2019s flagship People\u2019s Daily newspaper.<\/p>\n

\u201cThey were conveying to everybody that things are going to be difficult\u2009.\u2009.\u2009. and we just have to learn to live with it,\u201d he said.<\/p>\n

For some NPC delegates, China\u2019s weak domestic economy, which is suffering from deflationary pressures, was a more pressing issue than global turmoil. <\/p>\n

\u201cConsumer spending is indeed poor this year, even worse than last year,\u201d said one delegate, Li Dexiang, who is also chair of retailer Guizhou Heli Supermarket Group. \u201cI feel that ordinary people are increasingly reluctant to spend money.\u201d<\/p>\n

On property, Premier Li for the first time used straightforward language to describe the sector\u2019s slump, saying the government would \u201cstem the downturn and restore stability in the real estate market\u201d. A year earlier, he had said only that it would \u201cdefuse risks in real estate\u201d. <\/p>\n

The work report was also more frank about the government\u2019s problems with foreign direct investment, which has suffered record falls in recent years. This year it talked of \u201cstabilising\u201d FDI, while in 2024 it spoke only of \u201cattracting\u201d more foreign investment.<\/p>\n

There was also some discussion at the NPC of worries about social stability \u2014 an issue that flared last year after there were several acts of mass violence. <\/p>\n

The work report of the Supreme People\u2019s Procuratorate, also submitted to the NPC, specifically mentioned by name two men convicted of mass killings in southern China\u2019s Zhuhai and eastern Wuxi.<\/p>\n

Kewalramani said a meeting between President Xi Jinping and the delegation from the People\u2019s Liberation Army had also sent an important message. At the meeting, Xi, who has been pushing a broad anti-graft crackdown on the PLA, demanded \u201cthe establishment of a sound and effective oversight system to thoroughly investigate and address corruption\u201d in the armed forces.<\/p>\n

King\u2019s College\u2019s Brown said that while the NPC session conveyed \u201crelatively friendly language about foreign investment and China being an internationally responsible player\u201d, it said little about how Beijing might exploit opportunities created by Trump\u2019s bruising approach towards third countries.<\/p>\n

Foreign minister Wang\u2019s press conference did give a possible hint of Beijing\u2019s thinking, however. Wang touted a plan to expand the Brics group of emerging nations and hinted at China\u2019s hopes for the \u201cglobal south\u201d \u2014 the mass of unaligned developing countries that Beijing has been courting in part to undermine US global influence. <\/p>\n

\u201cWe will continue to expand equal, open and co-operative global partnerships,\u201d Wang said, saying Beijing hoped to \u201cwrite a new chapter of unity\u2009.\u2009.\u2009.\u2009with the global south\u201d.<\/p>\n
