But with China tightening its grip, is the party over?"},"content":{"rendered":"<div data-editable=\"content\" itemprop=\"articleBody\" data-reorderable=\"content\">\n<p data-uri=\"cms.cnn.com\/_components\/editor-note\/instances\/editor-note-24740d74a539dfbd90af3f3eda2d4491@published\" data-editable=\"text\" data-component-name=\"editor-note\" class=\"editor-note inline-placeholder\" data-article-gutter=\"true\">\n  <b>Editor\u2019s Note: <\/b>Sign up for CNN\u2019s Meanwhile in China newsletter which explores what you need to know about the country\u2019s rise and how it impacts the world.\n<\/p>\n<\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_30EA39B4-F08E-6AFA-87BF-1CBF26D12ADE@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      As the scattered patrons hop from one deserted bar to the next, it\u2019s hard to believe the near-empty streets they are zigzagging down were once among the most vibrant in Asia.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_927220DF-F7A2-F669-6DAA-1CD79FF58612@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It is Thursday evening, a normally busy night, but there are no crowds for them to weave through, no revelers spilling onto the pavements and no need for them to wait to be seated. At some of the stops on this muted bar crawl, they are the only ones in the room.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_E88F8230-91FF-BD63-A6C5-226B940D4790@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It wasn\u2019t always this way. It might seem unlikely from this recent snapshot, but Hong Kong was once a leading light in Asia\u2019s nightlife scene, a famously freewheeling neon-lit city that never slept, where East met West and crowds would spill from the bars throughout the night and long into the morning \u2013 even on a weekday.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_B88405DC-9FEC-43EF-A2C4-1CB6E8F6D3AC@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Such images were beamed around the world in 1997, when Britain handed over sovereignty of its prized former colony to China, and locals and visitors alike welcomed in the new era with a 12-hour rave featuring Boy George, Grace Jones, Pete Tong and Paul Oakenfold.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D732A242-F578-8E3D-4646-4C426E9ED857@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      China\u2019s message at the time was that even if change was coming to Hong Kong, its spirit of \u201canything goes\u201d would be staying put. The city was promised a high degree of autonomy for the next 50 years and assured that its Western ways could continue. Or, as China\u2019s then leader Deng Xiaoping put it: \u201cHorses will still run, stocks will still sizzle and dancers will still dance.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F5F16C37-CB1A-7140-AFB4-4108433C6EFA@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And for long after the British departed, the dancing did indeed continue. Hong Kong retained not only the spirit of capitalism, but many other freedoms unknown in the rest of China \u2013 not just the gambling on horse races that Deng alluded to, but political freedoms of the press, speech and the right to protest. Even calls for greater democracy were tolerated \u2013 at least, for a time.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_1AEFFAB1-6289-0630-2572-742BF7CD6B8C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But little more than halfway into those 50 years, Deng\u2019s promise now rings hollow<strong> <\/strong>to many. Spasms of mass protests \u2013 against \u201cpatriotic education\u201d legislation in 2012, the Occupy Central movement in 2014 and pro-democracy demonstrations in 2019 \u2013 led China to restrict civil liberties with a sweeping National Security Law. Hundreds of pro-democracy figures have since been jailed and tens of thousands of residents have headed for the exits.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F3C275B3-65C7-4206-CC21-658647EE43DE@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      That crackdown and Hong Kong\u2019s fading freedoms have been well-documented, but it is only more recently that a less-reported knock-on effect of China\u2019s crackdown has started to emerge: In the streets and the bars, the trendy clubs and Michelin-starred restaurants, the city that never slept has begun to doze.\n  <\/p>\n<div data-uri=\"cms.cnn.com\/_components\/image\/instances\/image-2a98e6d371a1bdb2ceb5444071f8657b@published\" class=\"image image__hide-placeholder\" data-image-variation=\"image\" data-name=\"04 sleepless city hong kong struggle\" data-component-name=\"image\" data-observe-re data-breakpoints=\"{\" image--eq-extra-small=\"\" data-original-ratio=\"0.666875\" data-original-height=\"1067\" data-original-width=\"1600\" data-url=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/231006085832-04-sleepless-city-hong-kong-struggle.jpg?c=original\" data-editable=\"settings\">\n<div class=\"image__container \" data-image-variation=\"image\" data-breakpoints=\"{\" image--eq-extra-small=\"\">\n       <picture class=\"image__picture\"><source height=\"1067\" width=\"1600\" media=\"(min-width: 1280px)\"  type=\"image\/webp\"><source height=\"1067\" width=\"1600\" media=\"(min-width: 960px)\"  type=\"image\/webp\"><source height=\"1067\" width=\"1600\" media=\"(min-width: 480px)\"  type=\"image\/webp\"><source height=\"1067\" width=\"1600\" media=\"(max-width: 479px)\"  type=\"image\/webp\"><\/source><\/source><\/source><\/source><\/picture>\n    <\/div>\n<\/div>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_7F629B5A-A1BA-6DA6-DE0C-6AEEC866CCF7@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Nightlife in the city has become a pale shadow of its heyday as a regional rest and relaxation magnet, when its reputation rested on it being easier to navigate than Japan, less boring than Singapore and freer than mainland China.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D835CE23-707A-552B-6DA2-6F06DB790712@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Now, apparently in tandem with the diminishing political freedoms, business in the city\u2019s once-thriving bars is drying up. And while some argue over whether politics or Covid is at fault, few dispute that something needs to be done.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2B68849A-85BA-D92A-A6C6-6EDE0F558D76@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Bars earned about $88.9 million in the first<strong> <\/strong>half of 2023,<strong> <\/strong>18% less than the $108.5 million brought in during the same period in 2019, according to official data.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_8F79D5EC-B567-9D57-44E2-6EDFB9B1B528@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      In an effort to arrest the decline, the Hong Kong government has launched a \u201cNight Vibes\u201d campaign featuring bazaars at three waterfront areas, splurged millions on a recent fireworks show to celebrate China\u2019s National Day and reintroduced a dragon dance, lit by incense sticks, in its neighborhood of Tai Hang.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CDBAAE11-A35E-D180-1761-471DE2361E13@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Those efforts have attracted a mixture of criticism and mockery \u2013 with many pointing out the irony of the campaign\u2019s opening ceremony featuring two white lions, a color associated in Chinese culture with funerals. Meanwhile, the bazaars have been interrupted by a mix of typhoons and security concerns over the use of fireworks.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_C138CB5C-6F07-37E3-DC0A-6F0A12C7474A@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Still, Hong Kong\u2019s<strong> <\/strong>Chief Executive John Lee insists the events are a success, saying at least 100,000 people have checked out the bazaars and that 460,000 tourists from mainland China visited for National Day. And the white lions? Officials say they were \u201cfluorescent.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F9FA92BA-946E-6F1A-2270-90FB6BC5083A@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      A Hong Kong government spokesman told CNN this week that the activities were \u201cwell-received by local residents and tourists\u201d. This is the side effect of Covid, which has changed the way of life,\u201d said Gary Ng, an economist with French investment bank Natixis.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_875D924D-0F78-B9E4-3D23-6FEEE6B87A68@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      And few would dispute that Covid took its toll. During the pandemic, Hong Kong made a virtue of cleaving closely to a mainland<strong> <\/strong>Chinese-style zero-tolerance approach that, though not quite as draconian, was still extreme enough to send large numbers of expatriates heading for the exit, with many of them decamping to rival Asian cities like Singapore, Thailand and Japan.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D02907BA-06D0-D9F3-F4E1-6F29C43CF58A@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Hong Kong, where incoming travelers faced weeks in quarantine and restaurant tables were limited to two customers, was suddenly the boring one and Singapore \u2013 in a telling comparison \u2013 the more<strong> <\/strong>lively.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_EAE01EFB-768D-916C-8947-97AC78B15CDE@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Under Hong Kong\u2019s pandemic restrictions, live music was all but banned in small venues for more than 650 days.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_EFD7BEAD-E02C-B767-A10A-6F2B7ABE45FA@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But others say Hong Kong is in denial and that its nightlife problems go much deeper than the pandemic. Other places have recovered, they say, why not Hong Kong?\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_4914B3F3-4998-57CF-4244-45CB1B487821@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      These observers note the city\u2019s response to Covid should itself be seen through the lens of the city\u2019s ever disappearing freedoms.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_9A0B3444-30AF-C1B2-357B-6FF1D231989B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Months before the virus emerged, China had been tightening its grip on Hong Kong in response to pro-democracy protests that had spread throughout the city.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3BEDE63F-3EC8-2C31-B882-6FF1EB4DADD2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      It introduced restrictions on freedoms \u2013 such as of expression and of the press \u2013 which were<strong> <\/strong>supposedly guaranteed at the time of the handover.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_D4B6E117-4A04-119A-DFF4-6FF205433B3E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Songs and slogans perceived as linked to the protests were outlawed, memories of past protests scrubbed from the internet, sensitive films<strong> <\/strong>censored and newspaper editors charged with sedition and colluding with foreign forces.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_CC8FAA94-6681-4224-53C3-9101D27A5886@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The government has maintained that legal enforcement is necessary for Hong Kong to restore stability and prosperity and stop what China says is \u201cforeign forces\u201d from meddling in the city.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6FEE2472-CE18-D14D-F52E-93400996FA14@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cWe strongly disapproved of and firmly rejected those groundless attacks, slanders and smears against the HKSAR on the protection of such fundamental rights and freedoms in Hong Kong,\u201d a spokesman said, referring to Hong Kong\u2019s official name, in a reply to CNN.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_64DAABBC-7212-C6B5-275F-93438526C480@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But, the critics hit back, none of that lends itself to an atmosphere where people will want to sit back, relax and shoot the breeze.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_DF5425D5-68DB-789A-E38E-40EE89FE5A04@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cPeople may feel like they have to self-censor when having a chat at restaurants or bars because, who knows who may be listening. They were largely professionals in finance and law with a reputation for working hard and partying even harder, regardless of the politics.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_47D4D281-7254-125C-DB9F-6F4473F9098E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Local media is now awash with reports of banking and law firms relocating their offices, in part or full, to rival financial hubs such as the no-longer-boring Singapore.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_A6C7BCFC-77EB-33C6-FA72-461C6CD8455E@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Unfortunately for bar and restaurant owners, the two demographics leaving are among their biggest customers.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_44CFB057-F84B-83C4-4576-463495D88457@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThe expats have relocated, as well as [Hong Kongers] with a higher income. Their departure of course will have an impact,\u201d said Ng, from Natixis.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_54A5F9F7-6A30-7A10-1FA7-6F46DB362168@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Increasingly, these two groups are being replaced by<strong> <\/strong>people from mainland China, who now account for more than 70% of the 103,000 work or graduate visas granted since 2022, according to the Immigration Department. The newly dominant migrants, economists point out, tend to have very different spending habits.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_FFB1A76C-34B2-39C2-2DB0-46FA863FF4AE@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThe makeup of the population is different now,\u201d Yan said. \u201cNow we have more immigrants from the mainland, and they tend to love to go back to mainland China to spend instead.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-article-gutter=\"true\">\n      At Hong Kong\u2019s most famous nightlife district, Lan Kwai Fong, the music may be fading, but it hasn\u2019t stopped completely.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_151BF23D-391F-735D-0F5F-464671BC255A@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      The area was long synonymous with jam-packed streets of revelers who would spill out from the bars as the air filled with the sounds of boisterous chatter, Friday and Saturday<strong> <\/strong>than weekdays and shops with a good reputation have been less affected.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_F4214B75-A1EF-663B-4449-045A873F0517@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      But across the board, he too said the number of Western faces were dwindling in what was once a favored expat haunt.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_BDE10C23-DEC1-D466-B12E-1A8F7DAEC835@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cIt was a mix of expats and local professionals who would go out for drinks and a late night dance. But that demographic has eased quite a bit in the past year,\u201d said another bar owner Becky Lam. \u201cWe are getting more mainland customers.\u201d\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_99B45008-3D30-8C71-FF32-045A874645A2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Lam, joint founder of a number of Hong Kong bars and restaurants, including wine bar Shady Acres in Central, said while mainland Chinese were willing to spend, they tended to gravitate towards restaurants rather than bars and were less likely to stay out late.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_2AED98BC-2E7E-C6EC-B48E-1A906E2F824B@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      On a weekday, she said, the bars she runs have been getting only half of the customers compared to pre-pandemic days.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_6405360D-94EB-8A64-C1C4-93556738FE29@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cThey\u2019ll settle for the Happy Hours and that\u2019s it. We are not talking about 2 a.m. to 3 a.m.,\u201d she said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_240AA37B-1E6D-2EFE-B0C8-045A8753A348@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      There are other problems gnawing away at the nightlife sector.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_94755D2B-F904-3863-159B-045A875AAB4C@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      \u201cPeople\u2019s habits have changed since Covid, as many are so used to staying at home watching TV and Netflix,\u201d Feldman said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_4B6722D9-B05A-EA35-0315-045A87623953@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      During the pandemic, Hong Kong imposed a lengthy ban on bars and dine-in services to stem social gatherings, in what many saw as a nod to mainland China\u2019s \u201czero-Covid\u201d strategy.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_07B807D1-0516-3096-1632-045A8769F4A4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      This affected shops and malls, which shortened their business hours due to the lack of customers. In many cases, those shortened hours have now become the new normal, with some shops now closing as early as 9 p.m.  as opposed to the pre-Covid standard of 10:30 p.m.\n  <\/p>\n<div to Shenzhen to spend their money,\u201d said Marco Chan, head of research at real estate and investment firm CBRE.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_91005811-81FC-B6A8-C039-045A87A37580@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      While mainland tourists now think twice about coming to Hong Kong, many Hongkongers have been spending their weekends in mainland China, where many services come at a fraction of the price, Chan said.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_3E8A11AE-EAB0-DF06-AC84-045A87E92471@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      Known as the \u201cGodfather of Lan Kwai Fong,\u201d Allan Zeman \u2013 the entrepreneur who turned the small square in Hong Kong\u2019s Central district into a renowned nightlife hub \u2013 cuts a more optimistic figure than most and insists business is not as bad as it appears.\n  <\/p>\n<p class=\"paragraph inline-placeholder\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/paragraph_47ABDBED-73FC-90C8-C813-469BE9F85F31@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n      He estimates mainland Chinese customers now account for 35% of the patrons in Lan Kwai Fong and says they are big spenders.\n  <\/p>\n<div
